Today, there is a serious need to revise the drug supply system at the outpatient stage of treatment of patients. According to the Federal State Budgetary Scientific Institution National Research Institute of Public Health named after N.A. Semashko ”, about 10-12% of the population is covered by state drug support programs for outpatient treatment.
In addition, about 20% of the funds spent by the state on the purchase of Vital and Essential Drugs are spent on drugs with insufficiently proven effectiveness. At the same time, 71% of the costs of medicines in the Russian Federation are citizens’ own funds, which is about 892 billion rubles. The low effectiveness of treatment at the outpatient stage is the reason for the high costs at the hospital stage.
In order to introduce new models of the universal drug supply system aimed at universality and accessibility by reimbursing patients for the cost of drugs for outpatient treatment, it is important to identify key priorities for drug supply. For this purpose, the intersectoral association “Farmrobeg” together with the Federal State Budget Scientific Institution “National Research Institute of Public Health named after N. A. Semashko” organizes an all-Russian survey “ Patient Eye Care: Quality and Availability . “
The study will be conducted in two directions: general issues of the quality and availability of medicines for patients and drug provision for privileged categories of citizens.
A study of the general category of patients will help to identify the main problems of the availability of drugs, including drugs for children, the level of confidence in the quality of drugs, patients’ opinions about domestic and imported analogues, as well as average monthly costs for drugs.
A survey of preferential categories will help to find out what are the main advantages and disadvantages of the system of preferential drug provision and monetary compensation from the point of view of the patient and what improvements are needed. The questionnaire also includes an assessment of the performance of pharmacies and doctors involved in the issuance of preferential drugs.
In general, the survey will allow us to conclude about the level of patient satisfaction, which will help launch pilot projects at the regional level before the introduction of the universal drug supply system since 2021.
The results of the study will be summed up in Kazan at the first stage of the First All-Russian Pharmaceutical Run in the framework of the round table “Effective mechanisms of drug provision in the Russian Federation. Issues of quality and accessibility in the regional context. “
“In the professional pharmaceutical community, the topic of improving drug supply in outpatient care has once again been discussed.
